HOW ARE EVENTS DESCRIBED BY THE MEDIA, AND TO WHAT END?

As an “unprecedented”, “unavoidable ‘natural’ disaster” or an “Act of god”

… that shifts the blame on someone else.

Few recognise the existing vulnerabilities and exposures

Some see the event as a landmark event that brings about a significant change in the development trajectory of the people and places

HOW ARE DISASTER AFFECTED PEOPLE AND THEIR LOSSES REPRESENTED IN THE MEDIA?

Most often as helpless / needy victims

… who are dependent on others and are ‘beneficiaries’ of these recovery projects

Worse still, they are not represented at all or their comments are substantiated with ‘expert opinions’

Rarely are they shown as capable agents with powers and abilities to direct their own lives

HOW DOES MEDIA DESCRIBE ACTIONS TAKEN BY DIFFERENT ACTORS?

While some media focuses on the ineffectiveness of the state

Others bestow accolades on their preparedness

While a few others present a moral compass on which the state could have acted

But few talk about the role of communities in their own recovery

How did different forms of media reported on actions taken in Odisha?

How did the media portray responsibility to the different actors in Odisha?

HOW DOES THE MEDIA COVER LONG-TERM RECOVERY ASPECTS?

Some focus on demonstrable and quantifiable metrics of ‘success’

Others on the idea of ‘building’ back better

… with a particular focus on housing

Few talk about the ongoing trauma

But overall the stress remains on immediate relief and reconstruction, but not long-term recovery
